Meta's review pipeline appears to apply more scrutiny to higher-slot configurations because they are statistically more likely to be agency or aggressive-buyer accounts.
Unlimited Business Managers remove the slot ceiling but stay bound by other Meta-side constraints that vendors rarely advertise. Spend caps still apply per ad account. Daily budget limits still apply per campaign. The unlimited slot count helps when your campaign volume genuinely needs more than nine parallel ad accounts; it does not help when nine slots were already enough.
